I forgot to write and post this last year, but had uploaded the pictures. Norwegians are notorious about being outside. At the kindy, they are outside almost all day, from about 10am or so during warmer months and after lunch during the colder months, except for one day a week where they are at their wilderness area the full day, and another day where the 3-5 year olds take an excursion throughout the village. Come rain or come shine, snow or slush. Only once did I find them cancel being outside, when it was pouring rain and super windy.
Here is the outdoor area at the kindergarten:

They also have a wilderness area that they hang out at all day once a week, all throughout the year. It is a two minute walk adult speed from the kindergarten, without having to cross any roads, just over a bridge and up along a river:
